Request for information OIA 2019-259 
I  refer  to  your  request  for  information  dated  31  July  2019,  which  was  received  by  Greater 
Wellington Regional Council on 31 July 2019. You have requested the following information: 
“Earlier this month, the GWRC released its 2019 Pre-Election Report (http://www.gw.govt.nz/pre-
election-report/).
 This report has financial information summary graphs and tables about the future 
GWRC activities across various timeframes out to 2027/28. 
 
On behalf of the Johnsonville Community Association, can I ask the GWRC to please provide copies of 
the supporting calculation spreadsheets that were used to provide the future financial information 
graphs and tables in 2019 Pre-Election Report ? 
 
We assume that this information is held in electronic spreadsheets and it is preferred that the complete 
spreadsheets in their original electronic format be provided. 
 
Happy to discuss any issues with this information request.” 

Greater Wellington Regional Council’s response follows: 
The Council prepares its budget and forecast information in a budgeting and forecast modelling tool 
which uses excel as a front-end reporting tool only.  Once excel has retrieved this data then excel 
charting functions are used to produce the graphs that was used for the 2018-28 Long Term Plan and 
the 2019 Pre-election report. We therefore do not prepare budget and forecast information in an 
electronic spreadsheet. 
 
The excel spreadsheet used to produce the graphs as per your request are attached.

The Prospective Funding Impact Statement and Prospective Statement of Financial Position have 
been prepared from the information used in our publicly available published: 
 
Annual Reports for the financial year ending 2017 and 2018, 
 
The 2018-28 Long Term Plan for prospective statement of Financial Position for the 
financial years ending 2019,  
 
2019/20 Annual Plan for the financial year ending , and 
 
The 2018-28 Long Term Plan for prospective information on the financial years 
ending- 2021 to 2023.  Commentary supporting this information is held in the Long 
Term Plan groups of activities sections, and in the Infrastructure and Financial 
Strategy sections 
 
The prospective Funding Impact Statement used for the financial year ending 2020 was prepared in 
our budget and forecast model tool using March 2019 YTD actual data from our Financial 
Management Information System SAP. 
 
The excel spreadsheet used to produce the financial table as per your request are attached. This has 
been completed by entering the numbers manually, directly from the above publications.

an  investigation  and  review  by  the  Ombudsman  under  section  27(3)  of  the  Local  Government 
Official Information and Meetings Act 1987.
