I refer to your request for information dated 11 June 2023, which was received by Greater Wellington
Regional Council (Greater Wellington) on 11 June 2023. You have requested the following:
“
Please identify for your CDEM Group and it’s members each building that is currently identified as
the building intended/likely to be used as
-the ECC
-an EOC
after a seismic event.
Please provide the buildings current %nbs at IL4, the date of the last assessment, and the type of
seismic assessment completed.
Alternately if you do not hold/cannot provide the above please provide the last seismic assessment
for the buildings identified above.”
Greater Wellington’s response follows:
The New Building Standard (NBS) and Importance Level (IL) are defined in the Building Act 2004 and
associated Regulations.
Emergency Coordination Centre
The Emergency Coordination Centre (ECC) doesn’t have a purpose-built facility, instead it is mobile
and flexible, and able to use the most suitable facility at the time of the emergency event.

Equipment is kept at 2 Turnbull Street, Thorndon. The ECC can be established at the below or
alternate sites as required in an emergency event:

2 Turnbull Street, Thorndon 80% of the NBS and is IL4. This will be reassessed this year as
part of Wellington City Council’s routine inspection programme.

ECC at Royal Society Te Whare Apārangi is an IL2 building. Note we don’t have the % NBS
for the Royal Society and, as a private organisation, they are not subject to the Local
Government Official Information and Meetings Act 1987.
•
Greater Wellington Offices at Cuba Street is 100% NBS and is IL2. No structural seismic
assessment has been carried out as it was seismically designed and constructed to 100%
NBS IL2 in 2019/2020.
Wellington City Council
Wellington City Council Emergency Operations Centre (EOC) is at 2 Turnbull Street, Thorndon. 2
Turnbull Street is at 80% NBS and is IL4. This will be reassessed this year as part of Wellington City
Council’s routine inspection programme.
Hutt City Council
Hutt City Council currently operates its Emergency Operations Centre (EOC) out of the Pavilion
building located at 25 Laings Road. It is at 100% NBS is IL4. It was last assessed with a site visit in
November 2017 and a report in April 2018. The assessment was an Initial Seismic Assessment.
Details of seismic ratings and links to the latest assessment reports for Hutt City Council owned

Upper Hutt City Council
Upper Hutt currently operates its EOC out of a section of the main Library building which is currently
assessed at >80% NBS and is IL4. It is the result of a detailed seismic assessment following work
undertaken to improve the seismic capacity of the building in 2018.
An alternate location will soon be completed at the Maidstone Community Ports Hub complex.
Following a detailed seismic assessment methodology this will be 100% NBS and IL3.
Porirua City Council
Porirua City Council EOC is at 2B Raiha Street. Strengthening work was done in 2017 to give the EOC
a rating of 100% NBS and IL4 using a Detailed Seismic Assessment.

Kāpiti Coast District Council
Kāpiti District Council EOC is at Fytfield Place Paraparaumu. It is at 85% NBS and is IL4. It was assessed
in 2016 using the Initial Evaluation Procedure. The assessment is provided as Attachment One.
Wairarapa
South Wairarapa District Council, Carterton District Council and Masterton District Council use
Waiata house in Masterton as the combined Wairarapa EOC. Waiata House is an IL2 building. Over
the course of 2018 strengthening work was completed, and the design proposed an outcome of 67%
of the NBS IL2. There has not been a Detailed Seismic Assessment prepared since the strengthening
was completed.

Information and Meetings Act 1987.
