Thank you for your email dated 2 March 2024 requesting information as follows:
1. All Board papers and minutes of the Council from 1 January 2023 onwards that refer to its
work, obligations or commitments under the Treaty of Waitangi and/or the Principles of the
Treaty of Waitangi ("the Treaty") or honouring the Treaty.
2. The number of any Conduct Concerns raised with the Council related to teachers not
honoring or adhering to the Treaty from 1 January 2023 onwards 3. The details of any of the
Conduct Concerns raised with the Council related to teachers not honoring or adhering to the
Treaty from 1 January 2023 onwards, including the outcomes of any investigations.
3. The number of teachers that applied for Renewal of their Annual Practicing Certiticates since
1 January 2023, along with the number that were declined renewal along with the reasons for
declining renewal.
We have considered your request under the Official Information Act 1982 (OIA) and can advise as
follows.
1. All Board papers and minutes of the Council from 1 January 2023 onwards that refer to its
work, obligations or commitments under the Treaty of Waitangi and/or the Principles of the
Treaty of Waitangi ("the Treaty") or honouring the Treaty
Attached with this response is a list of all Governing Council papers from 1 January 2023 onwards that
refer to Te Tiriti o Waitangi | the Treaty of Waitangi. Provided with the list is a short summary or
explanation of the reference to Te Tiriti in each paper. The Council has provided it in this format due to
the quantity of information involved in this request. We would be happy to consider providing further
information for specific papers.

Since January 2023, the Council has received two reports of a te Tiriti related breach of the Code of
Professional Responsibility. These have not reached an outcome.
3. The number of teachers that applied for Renewal of their Annual Practicing Certificates since
1 January 2023, along with the number that were declined renewal along with the reasons for
declining renewal.
Below is the number of unique teacher applications for renewal of their practising certificate as of 14
March 2024.

The Council does not decline applications for renewal of a practising certificate and therefore that
element of your request has been declined under section 18(e) of the OIA where the information does
not exist.
If a Professional Leader has concerns regarding the competence or conduct of a teacher, they may
choose to not endorse them as part of the renewal application process. The Council has a process in
place to manage situations like this to ensure that teachers are certificated in line with the specific
criteria of the Registration and Certification Policy and that any conduct or competency concerns are
addressed through a separate process.
A teacher may have their registration and/or practising certificate cancelled through a disciplinary
process, however this is separate to registration.
