Thank you for your email on 20 March 2024, asking Health New Zealand | Te Whatu Ora for the 
following under the Official Information Act 1982 (the Act):  
“Please provide a machine readable dataset in csv format that shows the total number of 
people by age and gender that are unvaccinated with any COVID shot from 1 Jan 2020 
through to the present day as at the end of each calendar month. 

The columns of the dataset would be expected to include: 
1) Date: Date at the end of the month with the earliest date being 31 Jan 2020.  That is the
first year of data will give a baseline of variation by month that subsequent years that
included the vaccination programme can be compared to.

2) Age: Age from birth as at the end of the month. 0 is the age up to 364 days, 1 is from 1
year to 1 year and 364 days etc.

3) Gender: Male/Female/Unknown or Other
4) Number of People: Count of the population of people under the care/enrolled in the NZ
public health system who are unvaccinated with any dose of any of the COVID vaccines.
The number in this column will changes based on the variation in the enrolled population,
the aging of the unvaccinated each month, deaths, and by the number of people
transferring into the "COVID vaccinated" group.

Once a query has been written for one month, it should be able to be rerun for each 
subsequent month on a programmed loop - minimising the effort involved. 

Where a cell is <5 people please populate this with "<5" for confidentiality. 
Please do consult as early as possible if there are any issues or questions.” 
On 22 March 2024, you advised Health NZ that you would like to add the following to your request:  
“A couple of additions to this request please: 
1) The highest age category should be 100+
2) True zero cells should be shown - or at least not included in the dataset and not marked
as <5.”

Please note the following when reviewing the data: 




 
This data has been extracted from the Aotearoa Immunisation Register (AIR), based on the people 
enrolled in the NZ public health system.  
The data shows the number of people not vaccinated with any COVID-19 vaccines administered 
across Aotearoa New Zealand, broken down by age and gender, at each month-end between 1 
Jan 2020 and 16 Apr 2024 (date of data extraction).  
However, we are unable to provide the enrolment status at each historical month-end. This data 
reflects those who are currently enrolled in the New Zealand public health system and does not 
include anyone who was previously vaccinated but has since unenrolled.  
The age breakdown is in years, with ages above 100 being grouped as 100+. 
Where the number of individuals is fewer than five and greater than 0, values have been 
represented as <5. Counts high enough to potentially allow identification of vaccinated people if 
compared against the overall population have been represented as N/S. Any further breakdown of 
this data is refused under section 9(2)(a) of the Act in order to protect the privacy of these 
individuals. The need to protect the privacy of these individuals is not outweighed by the public 
interest in the release of this information.    
 
 
 
 
 
 
 
 
 
 
Please note, children under five years of age are not eligible for COVID-19 vaccinations, therefore, 
the count for this age group is expected to be high.
