Request made under the Official Information Act 1982
Thank you for your email of 26 March 2024 requesting the following information under the Official
Information Act 1982 (the Act):
[…] al information regarding the ministerial instruction to cease work on raised crossings.
Including but not limited to any related discussions and correspondence, and the list of
cancelled projects.
On 26 April 2024, NZ Transport Agency Waka Kotahi (NZTA) extended the 20-working-day time limit
to respond to your request as allowed for under section 15A of the Act. We are now able to provide
the information you have requested.
The Government’s priorities and strategic direction for investment in the transport sector is set in the
draft 2024 Government Policy Statement on Land Transport (GPS). It prioritises economic growth and
productivity, maintenance and resilience, and emphasises safety and value for money from transport
expenditure.
The Minister of Transport has made his expectations clear through the draft GPS that the National
Land Transport Fund (NLTF) funding wil not be used to deliver traffic calming measures, such as
raised pedestrian crossings, raised platforms or speed bumps. The draft GPS can be found on the

Consultation on the draft GPS closed on 2 April 2024, and the Minister of Transport is now
considering the feedback received before the final GPS is released later this year. The final GPS wil
guide decisions on which activities are funded from the NLTF over 2024-27.
I also attach a letter from the Minister of Transport to the NZTA Board Chair, which falls in scope of
your request. Please note that personal information has been withheld under section 9(2)(a) of the Act
to protect the privacy of natural persons, including that of deceased natural persons.
We have interpreted your request for the list of ‘projects’ to mean the list of raised safety platforms
(RSPs) that have been removed from the scope of projects in line with the Minister’s expectations and
priorities. These are listed below. RSPs are being reviewed on a case-by-case basis, including to look
for alternative safety interventions.

NZTA is responsible for the state highway network. Information about local roads is held by the local
road controlling authorities (councils) who make their own operational decisions about local roads in
their respective areas. You may wish to contact each council directly to enquire about the RSPs on
local roads.
