I refer to your request for information dated 6 April 2024, which was received by Greater Wellington
Regional Council (Greater Wellington) on 6 April 2024. You have requested the following:
“I seek information and costs relating to producing the various iterations of the report 'before
the deluge' (including a breakdown for each different draft) which are available on your
website: https://www.gw.govt.nz/your-council/council-and-councillors/council-advocacy/
Please provide a breakdown of costs incurred in producing each iteration of the report, all
invoices, and all internal documents and emails relating to the production and approval of
expenditure of the reports (for example, internal memos seeking approval).
In addition, I would like all documentation and correspondence relating to the commissioning
of these reports. This includes documentation and correspondence on why these reports were
commissioned, how they were commissioned (direct approach or competitive tender?), who
approved these requests and any advice provided to that decision-maker when considering
whether to approve the commissioning of these reports.”
Greater Wellington is transferring your request to Regional Software Holdings Ltd pursuant to
section 12 of the Local Government Official Information and Meetings Act 1987 on the basis that this
information is not held by Greater Wellington Regional Council but is more likely to be held by
Regional Software Holdings Limited. The preparation of this report was led by Te Uru Kahika, a
representative group of all regional councils and unitary authorities across New Zealand. Te Uru
Kahika is structured as a company formally named ‘Regional Software Holdings Ltd’ and owned
jointly by several of the councils and unitary authorities.
Further correspondence will therefore come to you directly from Regional Software Holdings Ltd. In
this regard the 20 working daytime limit for providing you with a substantive response to this request
will begin from the day after Regional Software Holdings Ltd receives this transfer.
