I refer to your information request dated 13 September 2023 made under the Official Information 
Act 1982 (the Act). You have requested: 
 
 
“Earlier this, it was announced an extra 50 seats would be allocated towards Auckland and 
Otago medical schools with each of them getting 30 and 20 seats respectively. For Otago in 
particular, in 2024, how will the seat allocation be chosen for students wishing to enter 
ELM2. In other words, how many of the 20 seats will go to HSFY, graduate and alternative (if 
any) and then how many of those will be general, maori, rural etc. (ie how many total HSFY 
General, HSFY rural, Graduate General etc etc)”. 
 
 
Our response to your request follows. 
 
The University of Otago will continue to apply the current Admission to the Programme policy for 
entry to the Bachelor of Medicine and Bachelor of Surgery (MB ChB) programme.   In line with the 
Division of Health Sciences’ Te Kauae Parāoa policy, which will take effect via admission processes in 
2023 for students entering health professional programmes in 2024, it is the University’s intention 
for equity groups (Māori, Resident Indigenous Pacific, Rural, Socioeconomic Equity, and Refugee 
Background) to be given preference for selection.  The University expects to maintain similar intake 
proportions across the Health Sciences First Year (HSFY), Graduate, and Alternative categories.  
 
If you are not satisfied with our response to your information request, section 28(3) of the Act 
provides you with the right to ask an Ombudsman to investigate and review this response. However, 
we would welcome the opportunity to discuss any concerns with you first.
