OIA 23-24-02: PM's trip to China
I refer to your request on 12 July 2023 to the Department of Prime Minister and Cabinet
(DPMC) in which you request for the following information under the Of icial Information Act
1982 (OIA):
1.
Under the OIA please detail the total number of press gallery members accompanying
the PM on his trip to China and the corresponding numbers for each media
organisation.
2.
Please provide the total number of media inclusive of camera operators/support
crew/other media.
3.
Please provide total costs and expenses if any, incurred by the media on this trip. This
should include any charges for flights even if nominal amounts, food/beverages
provided to media, accommodations if any etc.
4.
Please provide the details for each member of the accompanying company trade
delegation. For example. Greg Foran Air NZ.
5.
Please provide the total cost of the non government employee, business component of
the trade delegation. Accommodation/ food/flights etc.
6.
Please provide details if an alternative travel option to the NZDF aircraft was
investigated or discussed, such as commercial flights/charter aircraft etc.
On 7 August 2023, DPMC notified you that they had transferred your questions 4 and 5 to New
Zealand Trade and Enterprise (NZTE) under section 14(b)(i) of the OIA. Answers to your

Question Five - Please provide the total cost of the non-government employee, business
component of the trade delegation. Accommodation/ food/flights etc.
The total cost of the non-government employee, business component of the trade delegation
(business delegation) was $ 44,032.
This amount covers transportation, meals, and other expenses paid for by the New Zealand
Government, including business delegation-specific sessions. Business delegates paid for their
own accommodation.
Please note: This amount does not include costs of the broader government to government
events that the business delegation attended while on the mission. The delegation attended a
range of events (such as a gala dinner, showcasing and networking events) including a variety
of invited government and non-government attendees. During this Trade Mission, the
delegation travelled on the RNZAF defence plane. Where the RNZAF defence plane was used
there was no cost associated for the business delegates. Where Business delegates chose to
fly commercially, this was paid for by the delegate.
