Official Information Act request relating to the Preventing and Countering Violent
Extremism (PCVE) Strategic Framework and related material
Thank you for your Official Information Act 1982 (the Act) request received on 11 April 2024.
You requested:
1. Your website says you'll release the PCVE Strategic Framework in early 2023.
Accordingly, I request a copy of this Framework. I also request a summary of the
consultation summary.
2. Finally, I request a list of dates of briefings and all communications between DPMC
and the Prime Ministers, or any other Minister, and their offices on this matter since
1 January 2023. For the avoidance of doubt, I am not requesting the
communications themselves, I am requesting a list of dates for every briefing and
communication (email, txt, or other message), in both directions.
The PCVE Strategic Framework and the consultation summary are still in draft and remain
under active consideration. The PCVE Strategic Framework was not considered by the
previous government and is yet to be considered by the current government. Therefore, we
are withholding your request for a copy of the PCVE Strategic Framework and a summary of
the consultation summary under section 9(2)(f)(iv), to maintain the confidentiality of advice
tendered by or to Ministers and officials.
The development of the PCVE Strategic Framework has assisted in the design and initial
priorities for the PCVE Fund. The PCVE Fund was launched in early 2023.

Please note that PCVE, more generally, was mentioned in routine weekly and/or fortnightly
updates to the Prime Minister. The task required to go through these updates to provide you
with a list for where the PCVE is mentioned would involve searching through a significant
amount of information that would impact on the Department’s other operations. Therefore,

we are refusing this part of your request under section 18(f) of the Act as the information you
have requested would require substantial collation.
In reaching this decision, I first considered the factors contained in sections 18A (1) and 18B
of the Act. In effect, this part of your request would be a list of dates of routine reports with
some information about PCVE. Neither did we believe that extending the time limits or
charging you, would allow the request to be answered – noting the substantive documents
on the PCVE framework are listed in the table above.
In making my decision, I have considered the public interest considerations in section 9(1) of
the Act. No public interest has been identified that would be sufficient to override the reasons
for withholding that information.
You have the right to seek an investigation and review by the Ombudsman of this decision.
