On 25 May 2021, the Ministry of Business, Innovation and Employment (MBIE) received an email from
a K. Roe, requesting, under the Official Information Act 1982 (the Act), the following information:
Hi, I'm not sure why my question wasn't really answered.
What I am getting at is... People to into quarantine as they re-enter NZ. Some or most of them.
1. And I wanting to know how many of those people the Government chooses to keep in
institutions. So... From quarantine, some will be labelled 'criminals' and they will go from
quarantine into prisons.
2. And, from quarantine, some will be labelled 'psychiatrically disturbed' and they will go from
quarantine into psychiatric facilities.
For example, the Henry Bennett Centre of the Waikato Hospital or the Psychiatric ICU of the
Grafton Hospital.
3. I am wondering how many people have gone into quarantine and then been involuntarily
detained by one of the District Health Boards to be a psychiatric inpatient. Whether the
District Health Board has filled out the paperwork for them to be lawfully held involuntarily or
whether the District Health Board claims that they voluntarily chose to gave up their freedom
and comply with directive to go do psychiatric detention.
4. I am wondering how many might still be retained in government institutions?
Maybe the hacker will know about the Waikato District Health Board. As whoever hacked the
Auckland University Alumni Donar list will know how much people are payign to get their kids entry
to Medicine, Medical Scholarships, Medical Internship Placements, and final Sign off. [sic]
K. Roe’s request is a follow up to an earlier request that the Ministry responded to. This is attached for your
contextual reference.
MBIE is partially transferring parts two, three and four of this request to each District Health Board (DHB)
who manages Managed Isolation and Quarantine facilities in their respective regions as some of the
information requested, i.e. relating to psychiatric admissions and processes, is more closely aligned with
the functions of such DHBs. Section 14(b)(i) of the Act allows me to transfer any request where the
information is not held, but is believed to be held by another department, organisation or Minister of the
Crown.
