Request for information OIA 2017-014 – follow up
On 21 January 2018 Greater Wellington Regional Council’s (GWRC) received the following
request for information from you (OIA 2018-014):
“1) Can I please have a copy of any Reports, presentations or workshop material on the
public transport costs and supporting funding of the new PT network since September 2017 ?
Please include any appendices.
2) Can I please have a copy of any Reports, presentations or workshop material on the impact
of the public transport costs on fares and/or the Farebox Recovery Ratio for the new PT
network since September 2017 ? Please include any appendices.
3) Can I please have a copy of the detailed Farebox Recovery calculations that includes the
public transport costs of the new PT network ?
4) Can I please have a copy of the detailed public transport costs for the new PT network used
in the calculation of the Farebox Recovery as outlined in 2) ?
5) Can I please have a copy of the detailed revenue estimates for the new PT network used in
the calculation of the Farebox Recovery as outlined in 2) ?
If the requested information is held in electronic form, I would prefer it was provided in its
complete and original electronic format. I would also prefer that all correspondence be via the
FYI web site.”
On 19 February 2018, GWRC provided you with a response to your request for information.
You were advised that the information sought by you would be provided after the Council
meeting on 14 March 2018.
On 8 March 2018, in response to a query from you, GWRC clarified that our response to your
requests would include:

“GWRC’s responses to your requests under items 2), 3), 4) and 5); we will provide you with
the following information after the Council meeting on 14 March 2018:
Response under item 2) GWRC will provide you with a copy of the GWRC 2018/19 proposed
budget and public transport funding impact statements that will be included in the
consultation documents for the Long Term Plan (LTP) after the Council meeting on 14 March
2018.
Response under item 3) GWRC will provide you with a copy of farebox recovery calculations
as part of reporting on compliance with the farebox recovery policy and review of budget
provisions in LTP, once it is finalised and after the Council meeting on 14 March 2018.
Responses under items 4) and 5) GWRC will provide you with a copy of the costs, revenue
and funding information associated with the implementation of the new bus network that will
be included in the consultation documents for the LTP after the Council meeting on 14 March
2018.”
GWRC’s response to your request follows:
GWRC 2018/19 proposed budget and public transport funding impact statements
The GWRC’s proposed budget including the projected sources and application of operating
funding for public transport activities for 2018/19 and the years after is provided on pages 102
and 103 of the consultation documents for the proposed Long Term Plan 2018-2028.

Farebox recovery calculations
Attached are electronic copies of a spreadsheet that contains the farebox recovery calculations
that GWRC has undertaken as part of the Long Term Plan process for 2018-2028. A summary
of the calculations is included in the report 2018.71 to the Council meeting held on 14 March
2018. The report can be accessed from the following link:

As requested, we have provided you with the data and calculations undertaken by GWRC in
its complete and original form.

Please note that in the attached documents, the projected cost information relating to the bus,
rail and ferry contracts in the Wellington Region has been withheld in accordance with
sections 7(2)(b)(ii) and 7(2)(i) of the Local Government Official Information and Meetings
Act 1987 (the Act) on the grounds that releasing the breakdown of the cost estimates would be
likely to unreasonably prejudice the commercial position of the operators when negotiating
similar contracts, and the GWRC’s ability to carry on, without prejudice or disadvantage,
negotiations for the upcoming contracts.
We have therefore, provided you with this information in two formats:
Attachment 1(a): is an electronic copy of the spreadsheet farebox recovery calculation
(with the projected cost information relating to the bus and rail contracts in the
Wellington Region deleted) in a format that gives the formulae
Attachment 1(b): is an electronic copy of the spreadsheet (with the projected cost
estimate information relating to the bus and rail contracts deleted) in a format that
gives the figures but does not give the formulae behind the figures
Please note that with these formats the following changes will happen in Attachment 1(a):
Values in the 'Summary' at the bottom of the worksheet 'Ess Expenses' are affected.
This has occurred because the formulae in that part of the document rely on the
redacted values in the columns above. Please note that the formulae will still able to be
seen in the formulae bar.
The table in the worksheet 'Calc-Proposed' have formulae that use values from the
worksheet 'Ess Expenses'. Where there is a link between worksheets, the totals and
subtotals in the worksheets with formulae will be incorrect as some may require data
from the redacted cells. Please note that where data has been deleted from cells, the
values of the cells become zero.
The current Farebox Recovery Policy formula has been used for the calculation of the farebox
recovery ratios in the attached spreadsheets.
The projected farebox recovery ratios are calculated for individual modes and for the entire
network. The projected user contribution rates are also provided as per the Long Term Plan
process along with the farebox recovery projections.
We have considered whether the public interest in the requested information outweighs
GWRC’s need to withhold certain aspects of the requested information. As a result, we do not
consider that the public interest outweighs GWRC’s reason for withholding parts of the
document under the grounds identified above.

request an investigation and review by the Ombudsman under section 27(3) of the Act.
