Dear Housing New Zealand Corporation,

I refuse your request on the basis 9 2A of the offical Information act as a matter general priciple when operatiing under the Offical Information Act. It would be unlawful of me to disclosed to you the private business of individuals without their consent.

Your request is most inappropriate from my prospective on so many levels.
In my view you are offisicating.

These are a few my thoughts about your responce to date.

1. You ask, so you can identify and direct a housing manager to a tenant. And attempt to bully or intimidate to take down the camera. Without proper process. To avoid polictical or public criticism.

2. You are offisicating to avoid stating the policy and procedures to public. To avoid polictical or public criticism.

3. You are offisicating because you have a policy or procedure in place. But want to avoid polictical or public criticism.

4. You are offisicating because you don't have a policy or procedure in place.

5. You are offisicating because HNZC are conducting campaigns with tenants to stamp out tenent decenters or HNZC is otherwise behaving unlawfully based on personal view junior or senior staff.

6. You are offisicating because you are catering to combative individuals (conducting personal vendetta's against neighbours) to avoid polictical or public criticism from thoses indiduals, even if you know it is wrong.

7. You are offisicating because you are risk adverse.

8. You are offisicating to aviod the existing policy or lack there of becoming part of the polictical review of the Tenancy Act.

Which of the above are true I wonder.

Dear Housing New Zealand Corporation,

Thank you for your response.
You are still officiating.

But I'm please to say we are making some progress.
Let me read between the lines.

1. HNZC has no nation policy in place for Tenants installing CCTV Camera’s to protect themselves and their property. Or procedure to deal with complaints from neighbours with privacy concerns.

And no national policy group you can direct this request too.

2. HNZ deals with the issue at the local level according to the whims of the area manager or tenancy managers and the whims of local council district plan under the resource management act. The legal grey area catch all.

And not the legal authority the Privacy Commission. Who have the legal authority and the power to investigate complaints of privacy via NZ Police?

Which of these are correct?
And why did you not say so in the first place?

An OIA request is not the means by which you conduct a fishing trip. And such a fishing trip maybe of subject of a complaint to the Ombudsman.

But I will help you by suggesting say the South Island, Canterbury. The area manager?

Dear Housing New Zealand Corporation,

I refuse your request on the basis 9 2A of the offical Information act
as a matter general priciple when operatiing under the Offical
Information Act. It would be unlawful of me to disclosed to you the
private business of individuals without their consent.

Your request is most inappropriate from my prospective on so many
levels.
In my view you are offisicating.

These are a few my thoughts about your responce to date.

1. You ask, so you can identify and direct a housing manager to a
tenant. And attempt to bully or intimidate to take down the camera.
Without proper process. To avoid polictical or public criticism.

2. You are offisicating to avoid stating the policy and procedures to
public. To avoid polictical or public criticism.

3. You are offisicating because you have a policy or procedure in place.
But want to avoid polictical or public criticism.

4. You are offisicating because you don't have a policy or procedure in
place.

5. You are offisicating because HNZC are conducting campaigns with
tenants to stamp out tenent decenters or HNZC is otherwise behaving
unlawfully based on personal view junior or senior staff.

6. You are offisicating because you are catering to combative
individuals (conducting personal vendetta's against neighbours) to avoid
polictical or public criticism from thoses indiduals, even if you know
it is wrong.

7. You are offisicating because you are risk adverse.

8. You are offisicating to aviod the existing policy or lack there of
becoming part of the polictical review of the Tenancy Act.

Which of the above are true I wonder.

Reaffirming my OIA request

What is hnzc policy on tenants installing CCTV Camera’s to protect
themselves and there property?

And how does hnzc deal with complaints from neighbours with privacy
concerns?

You now have 19 working days

Yours faithfully,

Paul Turner

Dear Housing New Zealand Corporation,

Thank you for your response.
You are still officiating.

But I'm please to say we are making some progress.
Let me read between the lines.

1. HNZC has no nation policy in place for Tenants installing CCTV
Camera’s to protect themselves and their property. Or procedure to deal
with complaints from neighbours with privacy concerns.

And no national policy group you can direct this request too.

2. HNZ deals with the issue at the local level according to the whims of
the area manager or tenancy managers and the whims of local council
district plan under the resource management act. The legal grey area
catch all.

And not the legal authority the Privacy Commission. Who have the legal
authority and the power to investigate complaints of privacy via NZ
Police?

Which of these are correct?
And why did you not say so in the first place?

An OIA request is not the means by which you conduct a fishing trip. And
such a fishing trip maybe of subject of a complaint to the Ombudsman.

But I will help you by suggesting say the South Island, Canterbury. The
area manager?

Reaffirming my OIA request

What is hnzc policy on tenants installing CCTV Camera’s to protect
themselves and their property?

And how does hnzc deal with complaints from neighbours with privacy
concerns?

You now have 18 working days

Either respond or refuse.

Yours faithfully,
Paul Turner
