Please provide:
1 - The number of Christchurch City Council buildings/utilities/residential, etc., along with Council-paid insurance cover,
2 - List of valuation companies used by the council from 2005 and until 2023.
3 - List of actual cost of replacement of buildings compared to insurance cover, Please include:
- Building name/identifier,
- Insurance cover and premium,
- Valuation related to that cover/premium,
- Actual current replacement cost of each building
- Corresponding valuation company.
4 - Total cost of replacement of these buildings.
5 – How is insurance/premium funded?
6 - Portion of total rates the combined insurance/premiums covers,
7 - Details of any loans (and source) that have been used to fund insurance/s.

I refer to your questions below.
 
The Council has responded to your requests as follows:
 
1 - The number of Christchurch City Council
buildings/utilities/residential, etc., along with Council-paid insurance
cover, As per the attached schedule Council has 1891 buildings / utilities
/ residential assets covered by insurance
2 - List of valuation companies used by the council from 2005 and until
2023. For buildings (including residential) Good Earth Matters until 2011,
since then Knight Frank (now known as Bayleys). For the utilities (3
waters assets) valuers have been GHD, Beca and WSP at different stages,
with WSP being our current provider.
3 - List of actual cost of replacement of buildings compared to insurance
cover, Please include:
- Building name/identifier,
- Insurance cover and premium,
- Valuation related to that cover/premium,
- Actual current replacement cost of each building
- Corresponding valuation company.
The attached schedule shows the name and location of each asset and the
total sum insured (ie insurance cover). This total sum insured reflects
the replacement cost of the asset at 30 June 2023, based on the valuation
carried out. We are unable to release the premium for each asset as this
is commercially sensitive. This information has been withheld under the
following section of the LGOIMA - 7(2)(b)(ii) – to protect the commercial
position of the person who supplied or who is the subject of the
information. In the Council's view the reasons for withholding these
details are not outweighed by public interest considerations in section
7(1) favouring their release.
4 - Total cost of replacement of these buildings. Refer to above comment
5 – How is insurance/premium funded? Primarily by rates, except for social
housing units which are funded by rental income
6 - Portion of total rates the combined insurance/premiums covers, Rate
funded insurance cost for FY24 is $29m and rates income is $684m so 4%
(29/684)
7 - Details of any loans (and source) that have been used to fund
insurance/s. This is not applicable - we do not borrow to fund insurance
