You may be interested to know that the "Criminal Disclosure" chapter of the Police Manual has previously been both released under the OIA and proactively published by NZ Police. The most recent version that's been made public was proactively released by NZ Police in October 2022.

Also, there is another request on FYI that has asked for the "Crash scene photography" chapter of the Police Manual. NZ Police has a legal obligation to communicate their deicison on this request no later than this coming Monday, 12 June 2023.

Though NZ Police had a legal obligation to respond no later than yesterday, they have not done so.

NZ Police published the "Traffic crashes" Police Manual chapter on their website yesterday, claiming that it was proactively released. It's not clear to me why they haven't yet contacted you to inform you of its availability, given you requested they release it to you under the OIA a month ago.

With your request being due today, the timing seems supicious to me. NZ Police recently published three Police Manual chapters on their website which had been requested under the OIA, publishing them on the day the request was due and claiming they were "proactively" released. The "Crime scene photography" chapter I mentioned in my previous annotation was one of these.

It's very disappointing that NZ Police has chosen to release these documents in an inaccessible format.

Page 28 of "Crash scene photography" is an image of text.

Page 17 of "Traffic crashes" is an image of text, and there is an additional image of text with no alt text embedded on page 6.

Pages 24, 34–39, 41–43, 45, 47, 52, 58, 59, 61, and 68 of "People with mental impairments" are images of text.

You may like to consider asking NZ Police to provide you with accessible versions of these documents.

NZ Police also published the same version of the "Traffic crashes" document on their website the day before they responded to this request. Page 17 of that document is actual text, however, pages 12 and 13 are images of text and the image of text on page 6 has been incorrectly and partially converted to text.
