Dear New Zealand Transport Agency,

I am writing to you to request information under both the Official Information Act and the Local Government Official Information and Meetings Act 1987 concerning the ongoing issue and partial closure of Spinnaker Drive. As a concerned resident, I find it troubling that this road has remained unrepaired for over a year now, causing inconvenience and potentially hazardous conditions for pedestrians.

Specifically, I am seeking clarification on the following points:

1. Responsibility: Could you please clarify whether the responsibility for repairing Spinnaker Drive lies with the NZTA or the Porirua Council?

2. Delay: I am interested in understanding the reasons behind the prolonged delay in addressing the repair needs of Spinnaker Drive. What factors have contributed to this delay?

3. Legal Obligations: I would appreciate insight into the legal obligations that the NZTA is bound by in terms of maintaining road infrastructure and addressing issues within a reasonable timeframe.
