Location of checkpoints (cop stops) conducted

Jeremy Roundill made this Official Information request to New Zealand Police

The request was refused by New Zealand Police.

From: Jeremy Roundill

Dear New Zealand Police,

I request under the Official Information Act, the exact locations, purposes, times and dates, number and type of vehicles, and number and type of staff of Police checkpoints since 2000.

If this request is unable to be fulfilled due to constraints allowed by the Official Information Act, a less detailed response may be supplied. This should still retain the same key information; suburb rather than exact location, month rather than time and date, and excluding vehicle or staff data. For clarity, this request is for the most detailed information which can be provided.

If any clarification or assistance is required, please do not hesitate to contact me.

I am a New Zealand citizen residing in New Zealand.

Please communicate only via email to this email address unless I advise otherwise.

Yours faithfully,

Jeremy Roundill

New Zealand Police

Dear Mr Roundhill

I am writing in response to your request, dated 13 September 2013, for
information relating to Police checkpoints, made under the Official
Information Act (OIA) 1982.

Police does not produce statistics on thelocations, purposes, times and
dates, numbers and types of vehicles, and numbers and types of staff of
Police checkpoints (refer section 18(g) of the OIA).

I regret that onthis occasion it has not been possible to provide the
information you have requested.  If you have any questionsplease let me
know.

As you may already be aware, you have the right under section 28(3) of the
OIA to seek a review of my handling of your request by the Office of the
Ombudsmen.

Yourssincerely

I have made two complaints to the ombudsman on this. One for the time taken to respond (made before the last response) and one to challenge the refusal under s18(g)

Tēnā koe Gavin Knight,

Ngā mihi ki a koe mō tō whakautu.

Your response suggests you may have misread what I asked for in my request.

I did not ask for statistics, but rather raw data:
"I request under the Official Information Act, the exact locations, purposes, times and dates, number and type of vehicles, and number and type of staff of Police checkpoints since 2000."

Can you please either review your answer, or confirm that Police does not store any records (not statistics) regarding checkpoints.

Nā,

Jeremy Roundill

Dear Mr Roundhill

Thank you for your follow up request dated 7 November 2016 requesting raw
data for the ‘exact location, purposes, times and dates, number and type
of vehicles, and the number and type of staff of Police checkpoints since
2000’.

Police does not routinely record in a systematic way “the exact locations,
purposes, times and dates, number and type of vehicles, and numbers and
type of staff of Police checkpoints”. Therefore, I must refuse your
request under section 18(g) of the OIA, because the information you
requested is not held.

However, Police does publish statistics on the number of checkpoints
undertaken.

I trust this explains the response we provided you on 4 November 2016.
